Walther Model PPK.32 Caliber, Police Eagle/C Proofed, Milled Walther Model PPK.32 Caliber, Police Eagle/F Proofed, Duraluminum Walther Model PPK.32 Caliber, Party Leader Grips, Brown. The series includes the Walther PP, PPK, PPK/S, and PPK/E models. The Walther TPH pocket pistol is a smaller calibre pistol introduced in 1971 identical in handling and operation to the PPK. Various PP series are manufactured in Germany, France, and the United States.
Serial numbering for the PP pistol started at #75,000 (1929)
PPK production started shortly after that (maybe late 31 or '32) and used the same serial number range as the PP model.
When ser#'s reached 1,000,000 for each Model,the numbers were started over again at the 100,000,plus the addition of a 'P' suffix on the PP and a 'K' suffix on the PPK.
(A few thousand run of PPk's were ser#'d with so called 7 digit numbers (million series),no suffix letter. There's always an exception isn't there.
I don't have a ser# chart handy,it's some where in the stack. But I'd agree that with the ser# (assuming it does or SHOULD have the 'K' suffix ,1940 or 41 would be a good guess.
The high polish blue and fine fit and overall finish was still in order at that time. It wasn't long after that shortcuts started to show but they were gradual at first.
Commercial proofs would be in order. At about that time the German Gov't proof mark was being changed to the Eagle/N for nitro proof.
4/1/40 was the date that the old German Crown/N nitroproof mark was elliminated and replaced with the Eagle/N.
That can help date the pistol to either side of that date. But realize that changes didn't happen overnight, on time or in any
perfect order.
Another mark to look for if not a German Military issue weapon (no WaffenAmpt),would be possible German Police Issue.
A tiny Eagle/L or Eagle/C marking is all there was. Sometimes on the frame on the left side right under the mag release,or in that area.
May also be on the slide, on the right side usually.
Any of the proof, Military issue or (Nazi) Police markings would be marked/stamped thru the original finish,not before it was blued.
Check the magazine to see if it is perhaps #'d to the pistol.
On the finger extension, the serial number was often pantograph engraved into that extension. Sometimes stamped into the mag body on either side or even the spine of the mag.
Not a lot of hard and fast rules however!
I'll see if I can find that list.
(I've got that book, but I don't recall a ser# chart in it,unless it was an addendum page and I lost it. I'll check it anyway)

I found a listing of ser#'s from the old Walther board. I think it's been published in a book so I won't post it.
It says PPK mfg in 1940 as betw ser#'s 262,xxx and 307,2xx (all with a suffix K)
Any production year/ser# lists for the PPk and PP are based on old records outside of Factory production records, those no longer exist AFAIK. In other words they are an educated guess, but in most cases fairly accurate.

Year of Manufacture: Ca. 2000, Interarms closed in 1998, S&W began manufacturing the pistols under their name in 2002. During the transition, pistols were assembled under the name Walther USA and distributed by Smith & Wesson.

Markings: The left side of the slide is marked with a Walther “Banner” logo over 'MADE IN USA' and “UNDER LICENSE OF / Carl Walther Waffenfabrik Ulm/Do. / Modell PPK Cal. 9mm kurz/.380 ACP”. The right side of the frame behind the trigger is marked “5107AAA”. The right side of the slide is marked 'WALTHER USA LLC / SPRINGFIELD, MA.”. The barrel at the port is marked “VA”.
Barrel Length: 3 3 /8”
Sights / Optics: The front sight is a low-profile blade fixed to the slide. The rear sight is a square notch dovetailed into the slide. There is a tiny red dot in the rear face of the front sight and a tiny red square under the square notch in the rear sight, forming a two-dot aiming system for fast sight acquisition. The top of the slide is serrated with a matte finish to reduce glare.
Stock Configuration & Condition: The grips are black checkered plastic, marked across the top with a Walther Banner logo on each side. Both panels have light wear marks around the Walther banners at the top and in the smooth borders at the bottom of the grips. The left panel has some light discoloration in spots, likely from the use of an agressive cleaning solvent. The grips rate in about Fine overall condition.
Type of Finish: Stainless Steel
Finish Originality: Original
Bore Condition: The bore is bright and the rifling is sharp. There is no erosion in the bore.
Overall Condition: This handgun retains about 93% of its metal finish. The slide and frame have a few light marks in the finish with sacttered light freckling in the matte finish on the top of the slide. The markings on the left side of the slide toward the top are faded from polishing The slide, hammer and trigger serrations and the magazine release checkering are sharp. The grip screw is sharp and the markings are clear with the exception of those mentioned. Overall, this handgun rates in about Fine condition.
Mechanics: The action functions correctly. The double action trigger pull is relatively smooth and the single action pull is crisp. This pistol has a decocker that doubles as a safety. We did not fire this handgun. As with all used firearms, a thorough cleaning may be necessary to meet your maintenance standards.
Box, Paperwork & Accessories: This pistol comes with a total of two 6-round magazines, one flush-fit and one with finger extension, a factory case with serial-matching end label, a cable lock and a manual. The magazines exhibit only light wear and are in about Fine condition. The case is black plastic marked on the lid with a Walther banner logo. The inside of the case is lined with grey foam. The outside of the case shows a few very light handling marks. The foam lining is compressed in in a few spots from the pistol. The case is in about Fine condition.
Our Assessment: This is a stainless-steel Model PPK pistol made in the USA under license to Walther and distributed by Smith & Wesson. After WWII, Walther had Manurhin make parts for their PP and PPK pistols that Walther then finished, stamped with the Walther name and assembled. Manurhin also made pistols under their own name for sale in the United States. The Gun Control Act of 1968 created a byzantine 'points system' for importing handguns which the PPK failed, leading to the introduction of the slightly larger PPK/s. In 1978, Walther licensed Interarms to make PP and PPK pistols for them, since the pistol was being made in the US, the standard PPK model was once more available! Interarms closed in 1998, interrupting the US production of these pistols. Smith & Wesson and Walther created Walther USA LLC to produce pistols with the existing parts to be distributed by S&W until Smith & Wesson could get their own PPK production going. This example is in about Fine condition with evidence of polishing on the slide and some freckling on the matte-finished top. This is going to make someone a very nice pistol for concealed carry that can also be used for home protection and even has a little bit of collector value due to being a transitional gun.
